NYAP - South Carolina

The South Carolina Youth Advocate Program (SCYAP), established in 1990, is an affiliate of the National Youth Advocate Program (NYAP). The creation of the South Carolina affiliate was the first time a program developed with a start-up grant from the Continuum of Care for Emotionally Disturbed Children toward costs of establishing the agency.

Who We Are
SCYAP is a private, not-for-profit advocacy organization, classified as 501(c) (3). SCYAP’s residential programs are licensed by the State Department of Social Services to care for children and youth. SCYAP is a certified Medicaid provider for a variety of services, including Therapeutic Foster Care, Temporary De-Escalation Care, Intensive Family Services, Supervised Independent Living, Community Training Homes, and DSS Training and Home Studies.

SCYAP also is a qualified provider of Community-Based Wraparound Services, behavior intervention, transportation, caregiver services, tutoring, and other community-based services.

Who We Serve
The primary target population served by SCYAP’s programs is considered to be special need,
difficult-to-place youth. All have some degree of emotional and/or behavioral presenting problems, most have been physical or sexually abused, and some have physical and/or mental disabilities. Because of the nature and flexibility of our individualized programs, SCYAP maintains a broad and relatively inclusive admissions policy. SCYAP serves both male and female clients and does not discriminate by race, color, sex, religion, or national origin.

What We Do
The long-term goal for each client of SCYAP is to function in a stable environment in the community, including family reunification, when possible and appropriate. SCYAP programs build upon its considerable experience and skill in providing services to special needs youth and their families. SCYAP seeks to bring about the increased use of community-based services as an alternative to institutionalization of youth involved with the juvenile justice, child welfare and/or mental health system. SCYAP’s Board of Trustees, staff and treatment parents are committed to advocacy for youth in need, and the elimination of the overuse and misuse of institutionalization of young people.

SCYAP is accredited by the Council on Accreditation for Children and Family Services. SCYAP is a member agency of the South Carolina Association of Children’s Homes and Family Services, the Child Welfare League of America, and the Foster Family-Based Treatment Association.
